Es originario de Chilpancingo, Guerrero, M茅xico, naci贸 el d铆a 30 de diciembre de 1955. Casado con la Dra. Amelia Carolina Batani Oms, con quien procre贸 2 hijos Melissa y Efren.
Es licenciado en Derecho por la Universidad Aut贸noma de Guerrero, con un Diplomado en Derecho Notarial, adem谩s tiene estudios en Marketing por la Universidad George Washington.
En su trayectoria dentro de la Administraci贸n P煤blica sobresalen su acci贸n como Presidente Municipal en el Municipio de Chilpancingo en Guerrero (1990-1993), posteriormente fue Secretario General de Gobierno del Estado de Guerrero (1991), y dentro del Poder Legislativo en dos ocasiones fue electo Diputado Federal, la primera de ellas en la Legislatura LVI (1994-1997) y la segunda en la LVIII legislatura en la que particip贸 como Miembro de la Comisi贸n Permanente y Presidente de la Comisi贸n de Hacienda y Cr茅dito P煤blico; adem谩s de miembro de las comisiones de Relaciones Exteriores, Gobernaci贸n, Justicia y Puntos Constitucionales (200-2003). Del 2003 al 2013, fue miembro del Comit茅 Nacional del PRI (Partido Revolucionario Institucional).
Recientemente fue nombrado por el Presidente de M茅xico, Enrique Pe帽a Nieto, como C贸nsul de M茅xico en Orlando.

Consul Leyva was born in Chilpancingo Guerrero, Mexico, on December 30th , 1955. He has a degree in Law from the National Autonomous University of Guerrero, a post graduate degree as Notary Public and acquired knowledge of Marketing from George Washington University.
Throughout the years, Consul Leyva has acquired experience in public administration. From 1990-1993, he held the position of Mayor of Chilpancingo, state capital of Guerrero. Served as a Congressman for Guerrero for two terms (1994-1997 & 2000-2003). During this time, he became a member of the Foreign Affairs Commission in 1994. He also has been Guerrero鈥檚 State Secretary of Governance and Congressman from 1994 to 1997) reelected in 2000. During his 2000-2003 term, he became the Chairman of the Finance and Public Credit Commission, member of the Foreign Affairs Commission, Government, Justice and Constitutional Issues.
From 2003 to 2013, Consul Leyva has been an active and strong member of the National Committee of the Revolutionary Institutional Party (PRI) by its initials in Spanish.
Efren Leyva Acevedo is currently married with Amelia Carolina Batani-Oms and is a father of Melissa and Efren.
On April 17th, 2013 was appointed by President of Mexico, Enrique Pe帽a Nieto, as a Consul of Mexico in Orlando, Florida.
