A visa is an official authorization granted by the Government of Mexico, through its consulates and embassy, in accordance with Mexican law. It allows foreign nationals to travel to a port of entry and request admission into the country for a specific period and for a defined purpose—such as tourism, study, work, adoption, or residence.

It’s important to note that holding a visa does not guarantee entry into Mexico. Immigration authorities, acting within their legal powers, will evaluate whether all requirements are met and ultimately decide whether to admit the individual. This process is consistent with the procedures followed in many other countries, including the United States.

Please note:

A valid passport is required for all applicants to be eligible for visa issuance by this consular office.

Who needs a visa?

There are specific exceptions under which foreign nationals do not require a visa to enter Mexico. These exceptions are designed to facilitate international mobility and apply in limited, well-defined cases.

✅ You do NOT need a visa if:

  • You hold a valid ordinary passport from a visa-exempt country (e.g., the United States, Canada, Japan, the United Kingdom, or any Schengen Area country). (See the full list of exempt countries.)
  • You have a valid Visa or Permanent Residence Card in the United States, Canada, Japan, the United Kingdom, or any Schengen country.
  • You are in international transit through a Mexican airport or marine port, or you are on a cruise stopping in Mexico. (without passing through immigration)
  • You carry a valid diplomatic, official, or service passport, in accordance with bilateral agreements.

These exemptions apply only for stays of up to 180 days without engaging in remunerated activities.

These exceptions are subject to verification at the point of entry, and immigration personnel may deny entry if all requirements are not met.

❌ You DO need a visa if:

  • You are a national of a country that does not have a visa exemption agreement with Mexico. Examples include China, Cuba, Honduras, India, Venezuela, and several countries in Asia, Africa, and Latin America.

General requirements to apply for visa

All applicants must submit the following:

  1. Passport or identity and travel document that is valid under international law and currently in force, in original.
  2. Original document proving legal stay, if the foreign person is not a national of the country where the visa is being requested.
  3. Submit documents that prove one of the scenarios required for each visa process.
  4. Payment of consular fees: specified for each visa.
  5. Mandatory consular interview.

Considerations for minors

Minors must be accompanied by both parents or legal guardians.

If one parent cannot attend, a notarized letter of authorization must be presented. This letter must be translated into Spanish and apostilled.

 Specific Visa Requirements

Purpose: Tourism, family visits, participation in cultural events, attendance at academic events without payment, and transit through the country.

You must apply through the official website of the SRE (Ministry of Foreign Affairs)

Steps to follow:

  1. You must create and activate a user account
  2. Log in to fill out the application
  3. Complete your registration with the required information and documents. Once completed, you will receive a notice confirming your registration was successful
  4. You will be asked to provide your biographical data exactly as it appears in your passport or identity document
  5. To make the payment for the process, it must be done online, available on the official SRE website

For minors:

The visa application form must be filled out by one of the parents or the person who holds parental authority

If authorized, an Electronic Visa will be generated with a QR code, which you can print and/or download to an electronic device.

 

If your Electronic Visa is denied, you may start a new visa application in person at your consular office. You only need to meet the requirements and follow the procedures established for the type of visa you wish to apply for.

If a public or private organization invites you to participate in a non-remunerated activity in Mexico, you must present a letter of responsibility issued by the organization, which must include:

●      The legal name and official registration number of the organization

●      The organization’s institutional objective

●      Address and contact information

●      Description of the activity or project (related to the organization’s mission)

●      Estimated duration of the activity

●      Commitment to cover your living expenses and return travel

●      A copy of the official ID with signature and photograph of the person signing the letter

Additionally:

●      Private organizations must demonstrate economic solvency through proof of investments or bank accounts (original or electronic document with digital certificate).

●      Public and educational institutions (part of the national system) are not required to demonstrate economic solvency.

Finally, you must present original documents proving your experience, skills, or knowledge relevant to the activity.

Cargo Transport Driver Entering Mexico to Load or Unload Goods

●      Original Driver’s License

○      Must be valid and current

○      Must authorize the operation of cargo trucks according to local laws

●      Letter on Official Letterhead from the Transport Company or Association, addressed to the consular authority, including:

○      A request for a Mexican visa on your behalf

○      Type of goods being transported

3. Public Interest

●      Official request from a federal, state, or municipal government agency

○      Must justify that you will participate in aid or rescue efforts during an emergency or disaster situation in Mexico

Scientific Research or Sample Collection in Mexico with Prior Authorization

 

You must present a copy of the document sent by your country’s embassy or consulate in Mexico, confirming that the Mexican Ministry of Foreign Affairs (SRE) has received the necessary authorizations from your country’s authorities.

The communication must include:

●      Your full name and nationality

●      The legal name of the public or private organization or institution inviting you

●      A brief description of the activity or project you will participate in

●      The estimated duration or approximate end date of the activity

You must present the original or electronic document with a digital certificate of the Letter of Acceptance, issued on official letterhead by an institution within Mexico’s National Education System. This letter must include:

●      Your full name and nationality

●      The level, degree, and field of study you will pursue

●      The name of the course or academic activity you were accepted into

●      The start and end dates of the course or activity

●      The tuition cost

●      The institution’s official identification and registration details

Additionally, you must demonstrate that you have sufficient economic solvency to cover:

●      The tuition amount

●      Accommodation and living expenses during your stay in Mexico

You can do this by providing proof of investments or bank account statements from the last 3 months.

Who can provide proof of solvency?

●      You (the applicant)

●      Your parents

●      Your spouse or domestic partner (or equivalent legal figure)

●      Your legal guardian or custodian

●      The educational institution (through a scholarship letter)

●      A banking or financial institution (through a financing document)

Participation in Official Events Sponsored by the Government (up to 180 days) (Choose one of the following options)

You must present an official invitation letter from a Mexican government agency. The letter must be original, issued by a Federal Public Administration agency or a constitutionally autonomous body, and must include:

●      Your full name

●      Your nationality

●      The name of the agency or body issuing the invitation

●      Information about the event (name, purpose, and its connection to international commitments)

●      Duration and dates of the event

●      Signature and title of the official responsible for coordinating the event

Additional Criteria

  1. Visa issuance is subject to the outcome of the consular interview.
  2. Minors or individuals under guardianship: The application must be signed by both parents or legal guardians in the presence of consular staff.
  3. If one parent is absent: A notarized authorization from the absent parent is required.
  4. Exclusive parental authority: A certified court ruling must be presented, legalized/apostilled, and translated if in another language.
  5. Minors traveling alone or with third parties: A formal authorization from both parents or guardians before a notary public is required.
  6. Family members of Mexican visa holders: They do not need to demonstrate financial solvency, but must prove the family relationship and comply with Article 102 of the Regulations.
  7. Applicants over 65 years old (tourism): They are not required to prove financial solvency but must comply with Article 102 of the Regulations.
  8. Spouse or family member of a foreign national exempt from visa: Must demonstrate the family relationship and meet the established requirements.
  9. Participants in international cooperation programs: Will be documented upon instruction from the Ministry of Foreign Affairs (SRE), presenting the corresponding requirement.
  10. Ministers of worship or religious figures: Must present a letter of responsibility from the religious association. If they have authorization from the Ministry of the Interior (SEGOB), they may be exempt from certain requirements.
  11. Visa denial: The visa will be rejected if the applicant falls under the cases outlined in Article 43 of the Law.

You must submit a signed written statement, along with documents that support your activities or specialties with international recognition, or that demonstrate you are a person of national or international prestige. This applies if you are a:

●      Journalist

Relative of a Mexican Citizen

Document proving your relationship with the Mexican individual:

  1. If you are the spouse, common-law partner, or equivalent of a Mexican citizen residing abroad:
     Present the marriage certificate or a document certifying the common-law union, issued by a competent authority in the country where it was formalized
  2. If you are the son or daughter of a Mexican citizen:
     Present your birth certificate (original or certified copy).
  3. If you have a Mexican son or daughter:
     Present your child’s Mexican birth certificate (original or certified copy).
  4. If you are the brother or sister of a Mexican citizen, and you are a child or adolescent, unmarried, or under legal guardianship due to interdiction:
     Present both birth certificates (originals or certified copies).

Document proving the Mexican nationality of your relative:
 You must present an official document (original or certified copy) that proves the person with whom you claim the family relationship is Mexican.

Relative of a Foreign National with Temporary or Permanent Residency in Mexico

Document proving your relationship with the foreign resident:

  1. If you are the spouse, common-law partner, or equivalent of a foreign national with temporary or permanent residency in Mexico:
     Present the marriage certificate or a document certifying the common-law union, issued by a competent authority in the country where it was formalized (original or certified copy).
  2. If you are the son or daughter of a foreign national with temporary or permanent residency in Mexico:
     Present your birth certificate (original or certified copy).
  3. If you have a foreign son or daughter with temporary or permanent residency in Mexico:
     Present your child’s birth certificate (original or certified copy).
  4. If you are the brother or sister of a foreign national with temporary or permanent residency in Mexico, and you are a child or adolescent, unmarried, or under legal guardianship due to interdiction:
     Present both birth certificates (originals or certified copies).

Document proving your foreign relative’s residency in Mexico:

 You must present a copy of the valid temporary or permanent resident card of the foreign national with whom you are claiming the family relationship.

Relative of a Diplomatic or Consular Official Accredited in Mexico Holding an Ordinary Passport

If you do not intend to reside in Mexico and you are a relative of a diplomatic or consular official accredited before the Mexican government, you must present:

 

Document proving your family relationship, depending on the case:

  1. Spouse, common-law partner, or equivalent:
     Marriage certificate or document certifying the common-law union, issued by a competent authority in the country where it was formalized (original or certified copy).
  2. Son or daughter:
     Your birth certificate (original or certified copy).
  3. Father or mother:
     Birth certificate of the accredited official (original or certified copy).
  4. Brother or sister:
     Birth certificates of both individuals (originals or certified copies).

Document proving the official’s accreditation:
 Copy of the diplomatic or consular accreditation card issued by the Mexican government.

Executive Personnel of a Foreign Company Operating in Mexico or of a Mexican Company Abroad

(One of the two options)

  1. Original articles of incorporation or a document proving the legal establishment of the company or its branch, along with an official letter confirming that the individual is a supervisor and that the company will cover the expenses related to their services in Mexico.
  2. Original articles of incorporation of the branch of a Mexican company or a document certifying its commercial representation, along with an official letter stating that the individual is an executive or commercial representative of the company or office.

 

Additional Criteria

  1. The visa will be granted based on the outcome of the consular interview.
  2. A frequent traveler is considered to be someone who has made at least three international trips within one year, verifiable through passport stamps or visas (excluding travel to neighboring countries).
  3. Consular personnel must verify that the applicant is a distinguished individual—such as a researcher, scientist, humanist, journalist, or other recognized figure—whose presence benefits the country, supported by appropriate documentation.
  4. A visa will not be granted to foreign nationals who fall under the circumstances outlined in Article 43 of the Law.

Fee Payment

For foreign nationals who wish to enter Mexico as Visitors for adoption purposes, provided they are citizens or residents of a country that is a party to the Hague Convention on international adoption, or that has a valid adoption agreement with Mexico.

Requirements:

  1. Valid Passport or Travel Document: You must present the original, and it must be current and comply with international law.
  2. Original Adoptability or Pre-Assignment Report: This document must be issued by the National System for Integral Family Development (DIF) and include information regarding the identity of the child or adolescent.
  3. Original Letter of Acceptance from the Receiving State’s Central Authority: This letter must express both your intent and that of the authority to proceed with the adoption process.

Important Notice:
 Within 30 calendar days of your entry into national territory, you must obtain a Visitor Card for Adoption Purposes from the National Migration Institute.

 Payment of Fees:

For the receipt, application, and, if applicable, authorization of the visa, you must pay $54.00 USD.


This visa applies to foreign nationals like you who intend to enter Mexico under the status of temporary resident, with the purpose of staying for more than 180 days and up to 4 years.

This type of visa allows you to work in Mexico, provided that your salary is paid from abroad.

If you have a job offer in Mexico and will receive your salary within national territory, the company or individual offering the position must first request authorization for your visa directly from the National Migration Institute.

The notification must include:

●      Your full name and nationality

●      The name of the public or private institution inviting you

●      A description of the project or activity you will carry out

●      The estimated duration or approximate completion date

Invitation from a Public or Private Organization or Institution
 (Refer to the specific amount indicated in our economic solvency chart)

You must present the original letter of responsibility from the organization or institution (public or private) inviting you to participate in a non-paid activity. The letter must include:

●      Your full name and nationality

●      The official name of the organization or institution

●      Official registration number (if applicable)

●      Description of the activity or project you will participate in, aligned with the organization’s mission

●      Estimated duration or expected completion date

●      Statement of joint responsibility to cover your living expenses and return to your country of origin or residence

●      A copy of the official ID with photo and signature of the person signing the letter

●      Proof of the organization’s or private institution’s economic solvency, through an original or certified digital document showing sufficient funds in investments or bank accounts over the past 12 months

Note:
 Public institutions and those belonging to the National Education System (public or private) are not required to demonstrate economic solvency.

You must also present original documents proving that you have the experience, skills, or knowledge necessary to carry out the activity.

If the institution does not cover your living expenses, you must submit either:

●      A certified original or digital document showing sufficient balance in investments or bank accounts over the past 12 months, or

●      Original documents proving employment or pension with sufficient tax-free monthly income over the past 6 months.

Under an International Legal Instrument for Mobility of Persons

 

You must submit an original free-form letter to the consular office, presenting your candidacy and specifying the agreement or international legal instrument under which you are requesting the visa.

You are also required to comply with all the requirements established in the relevant international mobility agreement, as determined by the immigration authorities and current regulations.

Family Unity

Depending on your relationship with a foreign national, you must present the following documents:

 

1. Relationship with a foreign national holding a Temporary Resident Visa or Student Temporary Resident Visa
 You must submit:

2. Relationship with a foreign national holding a Permanent Resident Visa
 You must submit:

3. Relationship with a foreign national with Temporary Resident or Student status
 You must submit:

●      A document proving the family relationship (as described in point 1)

●      Valid temporary resident or student resident card

●      If the family member is a student: Proof of enrollment issued by the educational institution

4. Marriage or cohabitation with a foreign national holding Permanent Residency
 You must submit:

Real Estate Property in National Territory

You must present the original public deed, issued by a notary public, proving that you are the legal owner of a real estate property whose value exceeds the amount established.

Investor

  • Participation in the Share Capital of a Mexican Legal Entity
     You must present one of the following original documents:

●      Public deed or policy issued by a Notary Public proving your participation in the share capital

●      Certified document issued by the company’s administrative body or competent official confirming your ownership

  • Ownership of Movable Property or Fixed Assets
     You must present the original document proving that the foreign legal entity owns movable property or fixed assets used for economic or business purposes.
  • Engagement in Economic or Business Activities in Mexico

You must present documentation demonstrating that the foreign legal entity carries out economic or business activities within Mexican territory. Examples include:

●      Contracts

●      Service orders

●      Invoices or receipts

●      Business plans

●      Licenses or permits

●      Proof from the Mexican Social Security Institute (IMSS) showing that the foreign company employs at least three workers

 

Additional Criteria

  • The approval of your visa depends on the outcome of the interview at the consulate.
  • If you live with your partner in a stable and permanent relationship without being legally married, it is considered equivalent to a common-law union. You are not required to meet a minimum period of cohabitation if you have children together.
  • You may apply as a family unit at the consulate only if you (as a Mexican national or temporary/permanent resident) are outside the country and accompany your relative when submitting the application.
  • If you are the spouse of a Mexican national and cannot present documentation proving your legal stay, the consulate may assist you, provided the principle of family unity is respected.
  • If you are a minister of worship or a member of a religious association, you must present a letter of responsibility from the association. If you have authorization from the Ministry of the Interior (SEGOB), you may be exempt from certain specific requirements.
  • If you are coming as part of an international cooperation program between governments, your visa will be processed under instructions from the Ministry of Foreign Affairs (SRE), provided you submit the main required document.
  • If your visa is based on an international mobility agreement, you must meet the agreement’s requirements, ensure it is still valid, confirm that you are from a participating country, and verify that visas are still available.
  • You may not apply for a visa for more than one spouse or partner, even if another country permits it. You may only do so if you can legally prove that your previous relationship has ended.
  • If you meet all requirements and pay the applicable fees, the consulate will issue your visa.
  • Your application will be denied if you fall under any of the conditions described in Article 43 of the Law.

●      Proof of investments or bank accounts with an adequate average monthly balance over the past 3 months

This financial solvency may be demonstrated by:

●      You

●      Your parents or legal guardian (if you are under 25 years old)

●      A letter from the school confirming that you have a scholarship

●      A document from a financial institution confirming that you have funding

Under an International Legal Instrument for Mobility of Persons

  • Letter of Application
     You must submit an original free-form letter addressed to the consulate, explaining that you are requesting the visa under an international agreement. Be sure to clearly state which agreement applies.
  • Compliance with Agreement Requirements
     You are required to comply with all the conditions established in the relevant international mobility agreement, as determined by immigration authorities and current regulations.

 

Additional Criteria

  • Your visa will only be approved if you successfully pass the interview at the consulate.
  • If you have a scholarship granted by the Mexican government, you are not required to demonstrate economic solvency. The consulate will issue your visa once the relevant authorities have authorized it.
  • If you live with your partner in a stable and permanent relationship without being legally married, it is considered similar to a common-law union. You are not required to meet a minimum period of cohabitation if you have children together.
  • You may not apply for a visa for more than one partner (spouse or common-law partner), even if another country permits it. You may only do so if you can legally prove that your previous relationship has ended.
  • If your visa is based on an international agreement, you must comply with all its requirements, ensure the agreement is still valid, confirm that you are from a participating country, and verify that visas are still available.
  • Your application will be denied if you fall under any of the conditions described in Article 43 of the Law.

The Temporary Resident Student Card, which confirms your legal stay and allows you to remain in national territory, must be processed within 30 calendar days from the date of your entry into Mexico.

Payment of Fees:
For the receipt, application, and, if applicable, authorization of the visa, you must pay $54.00 USD.

Applicable to foreign nationals who intend to enter Mexico under the status of permanent resident.

Specific Requirements

Retirees or Pensioners
 (Choose one of the following options, Specific amounts are listed in our economic solvency chart)

  • You must present either the original or a digitally certified version of your investment statements or bank account statements showing a sufficient average monthly balance over the last 12 months.
  • Alternatively, you may submit original documents demonstrating that you receive a monthly pension with sufficient income over the last 6 months.

Family Unit

  • Link with Mexican citizen

a)    If you have a Mexican son or daughter, present their birth certificate (original or certified copy).

b)    If you are a minor and your father or mother is Mexican, present your birth certificate (original or certified copy).

c)     If you are the son or daughter of the spouse or partner of a Mexican citizen, and you are a minor, present:

●      Your birth certificate (original or certified copy)

●      The marriage certificate or document that proves cohabitation with the Mexican citizen (original or certified copy

d.If you are the brother or sister of a Mexican citizen, present your birth certificate and that of your brother or sister (originals or certified copies).
 

In all the above cases, you must also present a document that proves the Mexican nationality of the relative (original or certified copy).

 2. Link with holder of Permanent Resident Visa

  • If you have a foreign son or daughter with a permanent resident visa, present their birth certificate (original or certified copy).
  • If you are a minor and your father or mother has a permanent resident visa, present your birth certificate (original or certified copy)
  • If you are the son or daughter of the spouse or partner of a foreigner with a permanent resident visa, present:

●      Your birth certificate (original or certified copy)

●      The marriage certificate or document that proves cohabitation with the foreigner (original or certified copy)

  • If you are the brother or sister of a foreigner with a permanent resident visa, and you are a minor, present your birth certificate and that of your brother or sister (originals or certified copies).

In all the above cases, you must present the permanent resident visa of the relative (original and valid).

You must demonstrate financial solvency to support your relatives during their stay in Mexico. You can do this with:

●      Proof of investments or bank accounts with sufficient balance during the last 12 months

●      Documents that prove you have employment or pension with sufficient income during the last 6 months

3. Link with holder of Permanent Residency

  • If you have a foreign son or daughter with permanent residency status, present their birth certificate (original or certified copy).
  • If you are a minor and your father or mother has permanent residency status, present your birth certificate (original or certified copy).
  • If you are the son or daughter of the spouse or partner of a foreigner with permanent residency status, present:

●      Your birth certificate (original or certified copy)

●      The marriage certificate or document that proves cohabitation with the foreigner (original or certified copy)

  • If you are the brother or sister of a foreigner with permanent residency status, and you are a minor, present your birth certificate and that of your brother or sister (originals or certified copies).

In all the above cases, you must present the permanent resident card of the relative (original and valid).

 

Nota: La tarjeta de residencia que acredite su estancia legal y le permita permanecer en territorio nacional se deberá tramitar ante el Instituto Nacional de Migración (INM) dentro de los siguientes 30 días naturales contados a partir de su ingreso al territorio nacional.

 

Additional Criteria

  • Your visa will only be approved if you pass the interview at the consulate.
  • You can only apply as a family unit at the consulate if you (as a Mexican citizen or temporary/permanent resident) are outside the country and accompany your relative at the time of submitting the application.
  • If you live with your partner in a constant and permanent way, without being married, it is considered a relationship similar to cohabitation. You do not need to meet a minimum period of living together if you have children together.
  • You cannot apply for a visa for more than one partner (spouse, cohabitant, or equivalent figure), even if another country allows it. You can only do so if you legally prove that your previous relationship has ended.
  • Your application will be rejected if you are in any of the situations described in Article 43 of the Law.

 For the reception, application, and, if applicable, authorization of the visa: 54.00 USD

  • Visitor Visa without permission to carry out remunerated activities, when requested for humanitarian reasons
  • Visitor Visa with permission to carry out remunerated activities, when requested due to a job offer
  • Temporary Residence Visa, when requested due to a job offer or family unit
  • Permanent Residence Visa, when requested through the points system, family unit, or as a result of recognition of refugee status
