All foreigners, regardless their nationality, are required to present a valid and not expired passport or travel document when entering Mexico (traveling by air, land or sea).
- If you are a Permanent Resident of the following countries: Canada, the United States, Japan, the United Kingdom of Great Britain and Northern Ireland, and any of the countries of the Schengen Area, you do not need a visa to enter Mexico for tourism, business or transit purposes. All individuals in this category are required to present their valid and unexpired Resident Card along with their passports. Both documents must be valid during your entire stay in Mexico.
- If you have a valid and unexpired visa of the following countries: Canada, the United States, Japan, the United Kingdom of Great Britain and Northern Ireland, and any of the countries of the Schengen Area, you do not need a visa to enter Mexico for tourism, business or transit purposes. - If the permanent resident card or US visa stamped in your passport is expired but you have an official document or form proving your legal status in USA, you must apply for a Mexican visa at this Consulate. All EAD cards, I-797 A Forms, Advance Parole Forms, I-20 OR DS-2019 are not accepted to enter Mexico

Tourism, bussines or transit
This type of visa is for you if:
- You are traveling to Mexico for vacations, transit, business, technical activities, artistic activities, scientific activities, sport activities, correspondent or journalist.
- You will be in Mexico for up to 180 days.
- You don't have a work authorization issued by Instituto Nacional de Migración (INM).

- Non-U.S. Citizens: original and copy of the document that proves migratory legal status in the USA (I-797, I-20 advance parole, etc).
- One passport size photo, in color, no glasses
- Individuals under 18 years old must be accompanied by parents (or legal guardian) and submit original and a copy of official documentation proving relationship between parents or legal guardian and the child.
- Fee $54.00 dollars (cash, credit or debit card – Visa or MasterCard). Non-refundable if not approved. Applications can take at most 10 business days to be processed.
- Proof of economic solvency
EITHER:
Last three months of your personal bank accounts statements or investment, with a monthly balance of $4,410 usd
OR
Last three months of pay stubs with a net monthly income of $1,470.00 usd and employment letter specifying your position and income.
Note
If a company/organization in Mexico is sponsoring or inviting the foreign national, the applicant can submit an original invitation letter. The invitation must have a letterhead, address and signed in ink. Scanned or pdf versions won't be accepted
- Original Invitation Letter from the company/organization based in Mexico must be addressed to the Consulate of Mexico in Saint Paul requesting the visa and specifying:
- Exact purpose or activity and length of time for the trip to Mexico
- How your expenses will be covered
- Applicant's full name and nationality
- Registration number of the company/organization, address, complete name and contact information of the company/organization
- Copy of ID of the person who signed the invitation letter
- Last twelve months of company bank account statements, showing a monthly balance of $14,705 usd.
Temporary resident
This type of visa is for you if:
- You are traveling to Mexico for retirement, investments, professional activities, technical activities, artistic activities, scientific activities, and sport activities
- You will be in Mexico more than 180 days and less than 4 years.
- You don't have a work authorization issued by Instituto Nacional de Migración (INM).

- ONE of the following supporting documents:
a) Proof of economic solvency.
EITHER:
Proof of personal investments accounts or personal bank accounts with a monthly balance of at least $69,450 USD during the last year (bring the last 12 months of bank statements).
OR
Last six months of pay stubs, pension or SSA with a net monthly income of $4,410 usd and employment letter specifying your position and income.
b) Real Estate in Mexico:
Both original and a photocopy of the Public Deed certifying that the foreigner is the holder of real estate in Mexico with a value exceeding $10,000,000 Mexican pesos or its equivalent of $588,235 USD.
c) Family Unity. Proof of family bonds to a Mexican citizen or a temporary/permanent resident of Mexico (holding a valid Mexican resident ID).
Original and copy of the official ID of the Mexican citizen or temporary/permanent resident of Mexico (Mexican passport for Mexicans, Mexican resident card for residents of Mexico). The Mexican citizen or resident of Mexico must also be physically present at the Consulate on the day of the appointment.
ONE of the following (depending on your situation):
- Spouse: original certified copy of the marriage certificate or original proof of common-law marriage.
- Parent: original birth certificate of the applicant (the visa will only be granted if the applicant is under 18 years old and he/she is not married or is in a state of interdiction and is under his/her legal guardianship).
- Child: original birth certificate of the child. Both parents should be present to sign the application. If only one parent is present, it is mandatory to submit a notarized authorization (Spanish or English) from the other parent.
Proof of economic solvency (only applies if the applicant family member is a holder of a temporary/permanent resident card of Mexico):
If any of these documents were not issued in Mexico or the US, they must be apostilled or legalized by the issuing country and have a certified translation into Spanish or English.
d) Invitation from an organization or a public or private institution:
- Original Invitation Letter from the company/organization based in Mexico must be addressed to the Consulate of Mexico in Saint Paul requesting the visa and specifying:
- Exact purpose or activity and length of time for the trip to Mexico
- How your expenses will be covered
- Applicant's full name and nationality
- Registration number of the company/organization, address, complete name and contact information of the company/organization
- Copy of ID of the person who signed the invitation letter
- Last twelve months of company bank account statements, showing a monthly balance of $14,705 usd.
e) Religious activities
Original letter of consent (Anuencia) from the Secretaría de Gobernación and original ink signed invitation letter (Not PDF documents), of the religious organization inviting the foreign citizen to participate in an unpaid activity in Mexico. The letter should contain:
- Full name and nationality of the applicant; legal name, full address and contact details, official registration number and purpose of the organization; information of the activities to be performed; estimated length or approximate end date of the activity to be undertaken;
- A statement of the binding responsibility to cover living expenses for the foreigner during his/her stay in Mexico, and to ensure the foreigner’s return to his/her country of origin or residence, and
- Copy of official ID and signature of the person signing the responsive letter.
Permanent resident
This type of visa is for you if:
- You are moving to Mexico
- You don't have a work authorization issued by Instituto Nacional de Migración (INM).

a) Retirees
Proof of personal investments accounts or personal bank accounts with a monthly balance of at least $367,650 USD during the last year (bring the last 12 months of bank statements).
OR
Documents showing that the applicant receives a pension or SS with a net monthly income of $7,350 usd
b) Family Unity. Proof of family bonds to a Mexican citizen or a permanent resident of Mexico (holding a valid Mexican permanent resident ID).
Original and copy of the official ID of the Mexican citizen (Mexican passport) or permanent resident of Mexico (Permanent resident card). The Mexican citizen or resident of Mexico must also be physically present at the Consulate on the day of the appointment.
ONE of the following (depending on your situation):
- Mexican child: original birth certificate of the child.
- Mexican parent: original birth certificate of the applicant (the visa will only be granted if the applicant is under 18 years old and he/she is not married or in a state of interdiction and is under his/her legal guardianship).
Students
This type of visa is for you if:
- You are already enrolled in a Mexican school, college or univerisity (underegratuate or graduate) and will study in Mexico for more than 6 months

REQUIREMENTS:
- Visa Application.
- Valid passport and copy of the main page.
- One passport size photo, front view, with no eyeglasses and white background.
- Original and copy of the document that proves migratory legal status in the USA (I-797, I-20 advance parole, etc). This only applies for non-U.S. citizens.
- Application processing fee $54.00 dollars (cash, credit or debit card – Visa or MasterCard). Non-refundable if not approved.
- Proof of economic solvency:
EITHER
Proof of personal investments accounts or personal bank accounts with a monthly balance of at least $9,098.00 USD during the previous 3 months of statements (bring the last 3 months of bank statements).
OR
Documents showing that the applicant has a job or pension that yields a monthly income of $910.00 USD after taxes during the previous 3 months. (bring the last 3 months of your paystubs and the bank statements that shows the direct deposit of your salary).
Economic solvency can be satisfied by the student, his or her parents or whoever has the legal custody over the student, as long as he or she is not older than 25 years of age (in this case you must present a certified copy of the birth certificate or the document that states the legal guardianship). It can also be proved by original document attesting that the student has received a full scholarship or document issued by a bank or financial institution showing that counts with the appropriate financing.
- Acceptance letter from the school or university where you will study (the institution must be accredited by the national education system in Mexico). Such letter should include:
-Your full name; the program to be studied, including level; name of the course and dates when it starts and ends; tuition cost; full name and contact information of the school or university.
If the applicant is a underage, both parents should be present to sign the application. If only one parent is present, it is mandatory to submit a notarized authorization (Spanish or English) from the other parent. If minors or persons requiring legal guardianship attend by themselves or someone different to their parents, it is mandatory to submit a notarized document in which their parents or legal guardianship authorize the visa application.
Work Permit
This type of visa is for you if:
- Your purpose is to work in Mexico, receiving a salary or payment (lucrative activities).

Requirements:

- Your employer will need to receive a work authorization from the Instituto Nacional de Migración (INM) and sent you the authorization letter including the NUT number.
- Once the NUT authorization has been issued, you have max. 30 days to schedule an appointment
- Valid passport in original and one photocopy of the pages containing personal information, photograph of bearer and expiration date/extensions
- Non-U.S. Citizens: original and copy of the document that proves migratory legal status in the USA (I-797, I-20 advance parole, etc).

- NUT Authorization

International adoption

This type of visa is for you if you are a:
- Foreigner who wish to travel to Mexico to complete the process of adoption and are nationals or residents of a country that belongs to the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption, or a country with which Mexico has an agreement on this topic, must apply in person for a Visitor Visa to conduct Adoption Proceedings at the Consular Office closest to their place of residence.

- Original and a photocopy of the Adoptability Report or pre-assignment issued by the National System for Integrated Family Development [Sistema Nacional para el Desarrollo Integral de la Familia (DIF)], including information on the identity of the child.
- Original and a photocopy of the document showing acceptance of the assignment of the child and continuation of the adoption proceedings. The document must be issued by the competent authority in the corresponding Estate, and must mention the interest of the authority and the applicants in continuing with the adoption process.
- Fee $54.00 dollars (cash, credit or debit card – Visa or MasterCard). Non-refundable if not approved. Applications can take up to 10 business days to be processed.
Note:
In compliance with all requirements a valid single-entry visa will be issued. Once the applicant has entered Mexican territory, s/he must, within the first 30 calendar days, apply for a visitor card for adoption purposes with the National Migration Institute. With this document, the foreigner may remain in Mexico until the final adoption ruling is pronounced, and, where applicable, the birth certificate is inscribed in the Civil Registry, and the applicant obtains the child’s Mexican passport and other necessary documents to travel to the adoptive parent’s country of residence.
Immigration authorities may decide to refuse the request to enter the country if the applicant is subject to criminal process or has been convicted of a serious crime as defined by national laws on criminal matters or provisions in international treaties or conventions that the Mexican State is party to, or if the applicant’s background in Mexico or abroad could compromise.
