“…tengo el honor de manifestar a Ud. que el lugar más apropósito debería ser el que se encuentra en la parte N.E. de dicha bahía por ser un desembarcadero abrigado y seguro. Con respecto a las condiciones higiénicas de la localidad sé por muchas personas que conocen el lugar que es muy saludable en todas las épocas del año con agua potable y buenas tierras de labranza.”
El Cónsul de México en San Diego sugiere a los Ministros de Finanzas y Relaciones Exteriores que la nueva aduana debe localizarse al noreste de la bahía de Todos Santos debido a que el terreno, el clima y el agua son buenos, así como sus condiciones resultaban naturalmente adecuadas para el desembarque naviero.

“…I have the honor to inform you that the most favorable location should be in the NE part of said bay because it has a sheltered and safe jetty. Regarding the hygienic conditions of this locality, I know from many people who know the place that it is quite healthy during all the seasons of the year with water fit to drink and good farmland”.
The Consul of Mexico in San Diego suggests to the Ministers of Finance & Foreign Affairs that the new custom house should be located at the NE of Todos Santos Bay, because the terrain, climate & water are good and its jetty had the most adequate conditions.
