Consular identification card

REQUIREMENTS (For people 18 years of age or older)

1. Prove your identity with one of the following identifications, in original and with a name that matches your birth certificate

 

The photograph must fully match the current physical features

The documents must be submitted in original, in good condition, not entitled, without erasures or amendments

  1. Voting card with photograph, issued by the INE or IFE after the year 2000.
  2. Mexican passport (except passports with observations and type A, B passports or passports issued before 2006).
  3. Consular Registration, valid or expired (except registrations with observations or issued before 2005)
  4. National Military Service Card (released or unreleased pre-booklet)
  5. Digital proof of registration status (valid for 3 months from the date of issue)
  6. Driver's license/ID issued by the California Department of Motor Vehicles (DMV) issued after 1995.
  7. Valid driver's license/ID from other U.S. states with "high security measures."
  8. Permanent Resident Laser Card valid or expired
  9. Temporary Resident Card, valid or expired
  10. Employment Authorization Card valid or expired
  11. Laser border crossing card, valid or expired
  12. Trusted traveler cards like Global Entry and Sentri
  13. U.S. visa stamped in passport, whose biographical data matches the name on passport.
  14. Professional License old or new format
  15. Mexican Professional University degree, unframed and in scannable format.
  16. Primary or Secondary Certificate issued by the SEP with a cancelled photograph with a stamp and verification measures. If the certificate does not have a photograph, it must be accompanied by a certificate of studies issued by the state education authorities that includes the person's photograph.
  17. High school certificate or equivalent, issued in Mexico
  18. Valid school credential issued by a U.S. institution in San Diego County
  19. Proof of studies with photography. U.S. minors may submit the official transcript of the school or school district, with full name and photograph canceled by the official seal. An example can be requested at the Consulate.
  20. Mexican Postal Service Credential (new generation)
  21. IMSS Credential with Photo
  22. ISSSTE credential with photo
  23. ISSFAM Credential with Photo
  24. Mexico Armed Forces Credential
  25. INAPAM-INSEN Credential
  26. Citizen Identity Card / Personal Identity Card
  27. Declaration of Mexican Nationality by Birth / Naturalization Letter
  28. Valid U.S. passport with name as it appears on Mexican birth certificate
  29. "Safety Kids" credential (valid and only for minors)
  30. Letter from the pediatrician signed, with a photo of the minor canceled by the pediatrician's seal and copy of their professional license. (Only for children under 7 years old). An example can be requested at the Consulate
  31. Valid U.S. passport for dual nationals.
  32. In the absence of the aforementioned documents, present a Certificate of Origin and Identity issued by the municipal authority with a photograph, with information established by the SRE. An example can be requested at the Consulate

 

3. Present in original, a proof of address that is in your name. This receipt must indicate all the data of the address where it resides, that is, street number and name, interior number, city and postal code.

4. Cover the corresponding payment in accordance with the provisions of the Federal Law of Rights. Click here to see the list of RATES.

IMPORTANT:

If the nationality of the applicant cannot be accredited after consulting the databases or systems to which the Consulate has access, one of the following documents must be presented to process a passport, consular registration and INE

  1. Birth certificate issued by the Mexican civil registry office or consular office
  2. Declaration of Mexican nationality by birth
  3. Naturalization Letter
  4. Marriage certificate

 What happens if I don't have any proof of address in my name?

You can ask someone you know to send you a letter through the mail to your home address and present the letter as proof of address.

What happens if my spouse's last name appears on my ID?

If your spouse's last name appears on your proof of identity, you must present the original of the marriage certificate, and extracts are not accepted.

In the same way, if you want your spouse's surname to appear in your consular registration, you must present the original of the marriage certificate, extracts are not accepted.

It is recalled that the consular registration records the name or names, first and second surnames of the applicant. The spouse's surname is included in a special section of the registration.

Where can I obtain the forms for the consular registration and authorization for minors?

You no longer have to fill out either of these two forms by hand. It is up to the Consular Office staff to fill out these forms with the information found in your documents and that you provide. You will only have to read them carefully when they are given to you for review and signature.

VALIDITY

All consular identifications are valid for five years from the day of their issuance.

DELIVERY TIME

Once you come to your appointment at the Consular Office and meet all the requirements, the consular identification is delivered the same day of your appointment.

What happens if when I receive my consular identification, I detect that there is an error in the data?

Before the consular registration is sent to print, the system returns proof of data that the Consular Office staff must give you for your review. If you detect an error on the same day of the issuance of your document, the registration can be corrected.  If you spot the error later, you will have to make the payment again.

RENOVATION

For the renewal or exchange of consular identification, the interested party must meet the following requirements:

  1. Go in person to the Consulate General, with a previously scheduled appointment by calling or sending a message via WhatsApp to the number +1 (424) 309-0009 or online at https://citas.sre.gob.mx/.
  2. Present the last consular registration issued to renew
  3. Present proof of address if the person has changed their place of residence and the address that appears on their consular registration to be renewed is no longer where they live.
  4. Cover the corresponding payment in accordance with the provisions of the Federal Law of Rights.Click here to see the list of RATES 

What if I can't find my previous consular license plate or it was stolen?

In these cases, you must bring all the documentation as the first time, and fill out a form that will be provided to you at the Consulate where you will record the circumstances that gave rise to the loss of your consular identification.

REQUIREMENTS (For CHILDREN under 18 years old)

 

A minor is understood to be the person who has not yet reached the age of eighteen.

For the issuance of consular identification to minors, parents or those exercising parental authority or guardianship must:

  1. Appear in person in the company of the minor before the corresponding Consular Office with a previously scheduled appointment, which can be obtained through the telephone service +1 (424) 309-0009 or online at https://citas.sre.gob.mx/
  2. Prove the identity of the minor, presenting the ORIGINAL of one of the following documents, it is important to mention that the features of the minor must match those of the photograph that is presented:
  • Valid or expired Mexican passport.
  • Certificate of elementary, middle or high school education issued by a Mexican authority and that has a photograph and security measures.
  • Student ID accompanied by official transcript
  • Proof of studies of the degree being studied duly stamped by the educational institution and with a photograph of the minor.
  • Official identification issued by a valid authority of the United States of America.
  • Valid or expired U.S. Residence Card. In the case of minors with dual nationality,
  • Valid U.S. passport.
  • Trusted traveler cards like Global Entry and Sentri
  • For children under 7 years of age, a certificate with a photograph and stamp from a medical institution or a private doctor in the place where the minor lives.     
  1. Grant the consent of both parents or guardians by signing the authorization form that will be provided at the Consular Office.    
  2. Present valid official identification, with a photograph and signature of both parents and where the names recorded on the identifications coincide, without exception, faithfully with the name that appears on the birth certificate of the minor. In case the identification has the surname of married, you must present the original marriage certificate (abstracts are not accepted).  
  3. Cover the corresponding payment in accordance with the provisions of the Federal Law of Rights. Click here to see the list of RATES.

 What if a parent is not in town and is unable to sign the authorization form?

If both or one of the parents cannot appear in person to carry out the process of issuing consular identification for their minor child, they must go to the Passport Office of the Ministry of Foreign Affairs or the Consulate closest to their home and fill out the corresponding form to be sent to the Consular Office where the procedure will be carried out.

If I am the child's parent and I am divorced and have custody of my child, can I take their consular registration without the consent of their parent?

No. The parental authority exercised by the parents over the minor children is not lost by the fact that they live separately or have divorced. Only if a judge establishes the loss of parental authority (sole custody) or gives one of the parents the power to withdraw the registration without the consent of the other parent can the procedure be carried out. In the absence of this ruling, both parents must sign the authorization form.

OP7 (Authorization for Passport for Minors)

The OP7 permit must be completed by both parents, or the people empowered to grant consent, who exercise parental authority or guardianship of minors under 18 years of age.

CONSIDER THE FOLLOWING POINTS

If any of the parents or people that are authorized to give consent to the minor:

  • Is death, the death certificate must be presented.
  • If he/she is in Mexico, he/she must go to the passport issuance office of the Ministry of Foreign Affairs closest to his/her home to grant your authorization to the minor, through the OP7 permit.
  • Resides in another state within the United States, must go to the Mexican Consulate closest to your home to grant your authorization to the minor through the OP7 permit.
  • If he/she is missing, you can request advice on the minor's parental authority from the protection department of the Mexican Consulate.

REQUIREMENTS:

  1. Original birth certificate of the minor and a letter-size copy.
  2. Valid official identification with photograph and signature and with the name as it appears on the birth certificate of the minor, with all the names and surnames and in the correct order of the parents or the persons exercising parental authority or guardianship of the minor. You may present any of the following original IDs and a letter-size copy (both sides on the same page) for each minor.
  • Mexican passport or passport from your country of origin (in case of foreigner)
  • Consular identification
  • Credential to vote with photograph (INE)
  • S. driver's license or state ID (no misspellings, abbreviations, or reversed last names)
  • National Military Service Card (released)

Documents without the applicant's signature, such as a green card and/or passport card, will not be accepted.

NOTE: The name on the identification present must coincide without exception, exactly with the name of the father or mother as it appears on the child's birth certificate, full name without abbreviations or omissions of names or surnames and must be in the correct order.

If one identifies with a document where the last name of the spouse appears, they must present the original marriage certificate and a letter-size copy on both sides.

 

VALIDITY

The OP7 permit is valid within 90 calendar days after the expression of the will.

SPECIAL CASES:

  1. In Mexican national territory, the permit may be granted before a Notary Public. The testimony or certified copy thereof must be made valid within thirty calendar days after the authorization of the public deed and must contain:
  1. a) The express declaration of the procedure that is authorized to be conducted; and
  2. b) The validity of the passport, in terms of Article 28 of these Regulations.
  1. If one of the parents or guardians has lost parental authority or guardianship, or has it suspended, the person exercising it exclusively shall deliver a certified copy of the corresponding judicial decision and the order by which it became enforceable.
  2. If the judgment was issued by a foreign court, it must be approved in order to take effect in national territory, in terms of the applicable legislation.
  3. The person or people exercising guardianship must also prove this character by delivering a certified copy by the competent authority of the judicial decision conferring the position, of the order by which it became enforceable or in which the protest and discernment of the latter was recorded. Similarly, this requirement must be met if parental authority is exercised by the grandparents.
  4. In the event of the consent of the person exercising parental authority or guardianship being substituted by the competent judicial authority, a certified copy of the judicial decision by which the judge authorizes the departure of the minor from the country and, consequently, the issuance of the passport must be delivered to the Registry. The time authorized by the judicial authority will determine the validity of the passport.

 

 

INE

 

REQUIREMENTS FOR VOTERS CREDENTIAL FROM ABROAD (INE):

  1. An official photo ID with your name on it as it appears on your birth certificate. If you have had a voting card in the past, please present it. The identifications accepted for INE processing are:
    • Valid Consular Identification
    • Valid passport
    • Valid U.S. license or ID with security measures
    • Military Service Card (Cartilla del servicio militar)
    • Professional Identification (Cédula profesional)
    • Credential issued by INAPAM
  1. Original proof of address (anything that comes to you by mail, with a postal stamp). PO Box are not accepted.
  2. For those born outside Mexico, they must present the original birth certificate of your father or mother who was born in Mexico.

It is important to note that the Consular Office functions as a processing window and is exclusively empowered to receive the documents of the interested party and send the digitized individual file to the INE for its opinion.  The issuance of the credential corresponds directly to the INE.

IMPORTANT:

If the nationality of the applicant cannot be accredited after consulting the databases or systems to which the Consulate has access, one of the following documents must be presented to process a passport, consular registration and INE

  1. Birth certificate issued by the Mexican civil registry office or consular office
  2. Declaration of Mexican nationality by birth
  3. Naturalization Letter
  4. Marriage certificate
  5. S. birth certificate for those born in this country.
  6. Declaration of Mexican Nationality, for all those persons who, as adults, have acquired another nationality before March 20, 1998. This procedure can be carried out at the Consulate.
  • U.S. Certificate of Naturalization, or U.S. Resident Card.
