CÓNSUL DE MÉXICO EN TUCSON
RAFAEL BARCELÓ DURAZO
Rafael Barceló Durazo tomó cargo como Cónsul de México en Tucson el 1° de agosto de 2020. Anteriormente, fue Director General Adjunto de Política Internacional de Derechos Humanos en la Secretaría de Relaciones Exteriores de México, a cargo de los temas de Migración y Refugio, Casos ante los Sistemas Universal e Interamericano de Derechos Humanos, así como de Derechos Civiles y Políticos.
Miembro de la rama Diplomático-Consular del Servicio Exterior Mexicano (SEM), a la que ingresó en 2010. Previamente, fue encargado de Prensa y Asuntos Culturales en la Embajada de México en Brasil y de Asuntos Políticos y de Derechos Humanos en la Embajada de México en Costa Rica, fungiendo como enlace del Estado mexicano ante la Corte Interamericana de Derechos Humanos, con sede en ese país. Fue Asesor en la Suprema Corte de Justicia de la Nación; encargado de temas legales en el Instituto de la Juventud del estado de Sonora y Asistente legal en el despacho Mexican Investment Consultants (MIC) en Hermosillo, Sonora.
Licenciado en Derecho por la Universidad de Hermosillo y maestro en Administración y Políticas Públicas por el Centro de Investigación y Docencia Económicas (CIDE). Realizó un intercambio académico en la Escuela de Asuntos Internacionales y Públicos (SIPA) de la Universidad de Columbia (Nueva York) y fue profesor de Análisis de Políticas Públicas y de Finanzas Públicas en la Universidad Iberoamericana de la Ciudad de México. Actualmente imparte en la Universidad de Arizona el Seminario “La Otredad: cómo la migración y la integración configuran y reconfiguran las identidades”.

Rafael Barceló Durazo was appointed Consul of Mexico in Tucson, Arizona, and took office on August 1st, 2020. Previously, he served as Deputy Director General for International Policy on Human Rights at the Mexican Ministry of Foreign Affairs, responsible for international migration and refugee on multilateral fora, and for the representation of cases at the Universal and Inter-American Human Rights Systems, as well as other civil and political rights.
He is a career diplomat in the Mexican Foreign Service since 2010. He also served as a Press and Cultural Attaché at the Embassy of Mexico in Brazil and as Political Affairs and Human Rights Attaché at the Embassy of Mexico in Costa Rica, also performing as Mexican liaison officer at the Inter-American Human Rights Court. He was also a consultant at the Mexican Supreme Court of Justice, a supervisor at the Institute of Youth in Sonora state, and at the Mexican Investment Consultant Office located in Hermosillo, Sonora.
Consul Rafael Barceló is a Lawyer by the University of Hermosillo and has a master’s degree in Administration and Public Policy by the Mexican Centro de Investigación y Docencia Económicas (CIDE). He was an exchange student at the School of International and Public Affairs at Columbia University (New York) and was a professor on public policy and public finances at the Universidad Iberoamericana in Mexico City. At the University of Arizona is teaching the Seminar: The Otherness and how migration and integration shape and reshape identities.
