Certificate of Registry Data

In Mexico, there are two types of criminal record certificates at the federal level:

  • Certificate of Criminal Records (CANP), issued by the Decentralized Administrative Body of Social Prevention (OADPRS) of the Secretariat of Security and Citizen Protection (SSPC).

  • Certificate of Registry Data (CDR), issued by the Attorney General's Office (FGR).

The state governments of Mexico also issue criminal record certificates. It is important to note that in some countries, such as Germany, these certificates may not be accepted for immigration purposes.

The Mexican Consulate in Frankfurt does not issue these certificates. However, through its good offices, the Consulate assists applicants by providing a reception letter for the procedure and certifying copies of the original documentation.

Certificate of Criminal Records (CANP) issued by OADPRS

The application procedure for the CANP at the OADPRS offices in Mexico City is personal. If you are outside of Mexico, the application can be processed by a first-degree relative (parent, child, sibling, or spouse) by presenting a simple power of attorney signed by the applicant and two Consulate officials as witnesses, along with copies of their identification.

Certificate of Registry Data (CDR) issued by the FGR

The CDR is a document that verifies whether a person, either Mexican or foreign, who has resided in Mexico, has any records of prior investigations in local or federal matters.

The application must be made in person at any of the FGR's state delegations or at the central offices in Mexico City. Applicants residing abroad can grant a simple power of attorney, signed by two consular officials as witnesses, along with copies of their identification.

As part of the requirements to process the CDR, an official form with fingerprints must be presented, which will be taken at the Consulate offices. Additionally, 6 passport-sized photographs with a white background are required (3 frontal and 3 in right profile).

The applicant must send the documentation along with the consular support letter to the authorized person in Mexico. It is recommended to send these documents via registered international mail. Once the process is completed in Mexico, the authorized person should send the requested certificate by the same method.
