(NON LUCRATIVE) VISITORS WITHOUT AUTHORIZATION FOR LUCRATIVE ACTIVITIES

Authorizes the foreigner to appear at any place allocated to international human transit and to request admission into Mexico for the purpose of remaining for an interrupted period of no more than 180 days.

1. Fill out the visa application form. (click here)
2. Attend a consular interview in person with previous appointment.
3. Valid passport in original and one photocopy of the page containing personal information.
4. One photo passport size, in color, no glasses, frontal view, uncover face and white background.
5. If the applicant is not native of the country where the visa is requested, original and copy of the document that demonstrate migratory legal status in the United States is needed.
6. Present the documents that prove one of the following cases:

a. Property and Personal Interest:

1. Original and photocopy of real property deed under the name of the applicant and proof of employment for more than 2 years; or
2. Original and photocopy of real property deed under the name of the applicant and proof of business or business participation for more than 2 years; or

b. Economic Solvency:

1. Original or certified copy of employment verification letter (for more than one year) or proof of pension with monthly income free of tax equivalent to one hundred days of minimum wage in Mexico City during last three months.

2. Original or certified copy of investments or bank accounts with a monthly balance equivalent to three hundred days of minimum wage valid in Mexico City during last three months.

3. Foreigners studying regularly at college must present original of verification enrollment letter and proof of employment, pension or scholarship with monthly income equivalent of sixty days of minimum wage valid in Mexico City during last three months.

NOTE: Certified copy is defined as having a stamp and signature from a financial officer. Notary public stamps and signatures do not fill this requirement.

c. Invitation Letter from an organization/ public or private institution based in Mexico.

1. Original letter from the organization or public or private institution in letterhead, that invites foreigner to participate in an activity not remunerated in Mexican territory. The letter must contain the following information:
i. Applicant’s full name and nationality.
ii. Business name or corporate name of the organization or institution.
iii. Tax Registration Number of the organization or institution. Registro Federal de Contribuyentes (RFC)
iv. Corporate purpose of the organization or institution.
v. Address and contact information of the organization or institution.
vi. Activity or project that will be performed by the foreigner. Activity must be related with the organization or institution’s purpose.
vii. Estimated duration or final date of the activity.
viii. Commitment from the organization for foreigners’ living expenses during their stay in Mexico as well as their trip back to their country of origin or residency.
ix. Copy of an official identification with signature of the person who signed invitation letter.
2. In order to proof aforementioned section viii, organization or institution must present original and photocopy of investments or bank accounts with a monthly balance equivalent to one thousand days of minimum wage valid in Mexico City during last twelve months.
Public and private institutions which are part of the Mexican education system do not need to prove economic solvency.

3. Original and photocopy Original or certified copy of documents that prove foreigners’ ability, skills or knowledge necessary to carry out the activity for which they are invited.

d. Driver or freight operator that intends to enter Mexico with the sole purpose of loading or unloading goods:

1.  Original and photocopy of valid driver’s license that allows driver to operate freight vehicles according to local dispositions.
2. Original letter from the company or transport association requesting a Mexican visa for the applicant, indicating type of goods, frequent routes and confirming that applicant has economic resources for their expenses during their stay in Mexico. The letter must contain the following information:
i. Applicant’s full name and nationality.
ii. Business name or corporate name of the company or Transport Association.
iii. Address and contact information of the company or Transport Association.
iv. Copy of an official identification with signature of the person who signed the letter.

e. Humanitarian Causes:

1. Serious health condition:

i. If the applicant is:

1. Spouse or Concubine of a foreigner in Mexico in serious health condition, they must present original and photocopy of marriage certificate or document that proves concubinage. Those documents should be issued by the legal authority according to the legislation of the country of the applicant’s origin.
2. Daughter/son of a foreigner in Mexico in serious health condition, they must present original and photocopy of their birth certificate.
3. The father/mother of a foreigner in Mexico in serious health condition, original and photocopy of the daughter/son’s birth certificate.

ii. Original letter stating foreigner’s health condition and that they require family assistance must be presented, issued by a public or private Health Institution (issued no more than 30 days before).

2. Identification or recovery of corpse.

i. If the applicant is:

1. Spouse or concubine of a foreigner who died in Mexico, marriage certificate or certificate of common-law union (or its equivalent) issued by the respective authority from the applicants’ country of origin.
2. Daughter/son of a foreigner who died in Mexico, original and copy of the applicant’s birth certificate.
3. The father/mother of a foreigner who died in Mexico, original and copy of the daughter/son’s birth certificate.

ii. Original of the document stating that applicant has been notified and his presence is required for the recognition or recovery of humans remains, issued by the competent authority of a federal, state, or municipal public institution.

3. Public interest:

i. Petition from an entity or annex of the Federal, State, or Municipal Public Administration to perform, lead, coordinate, or support rescue assistance or rescue actions in an emergency or natural disaster situation in Mexico.

f. Scientific research or recollection of samples in Mexican territory or Mexican jurisdictional waters (with prior approval from the Mexican authorities)

i. Copy of document from the applicant’s Embassy in Mexico notifying that the Ministry of Foreign Affairs of Mexico (Secretaría de Relaciones Exteriores) received from the respective Mexican authorities the authorization for the foreigner to participate in a scientific research project, recollection of samples in Mexico, or Mexican jurisdictional waters. The written communication must contain the following information:
ii. Applicant’s full name and nationality;
iii. Business name or corporate name of the organization/ public or private institution that invites the applicant;
iv. Approximate duration or approximate date of completion.

g. Education:

1. Original and photocopy Original or certified copy of the acceptance letter from the educational institution that is recognized by the Mexican Ministry of Education to performance courses, studies, research projects, academic or professional formation for less than 180 days. Letter must specify the following information:

i. Applicant’s full name and nationality;
ii. Level, degree and area of study that applicant requires applying for;
iii. Name of the course where applicant has been accepted;
iv. Course’s starting and ending dates;
v. Registration course fee; and
vi. Educational institution’s official registration.

1. Applicant’s economic solvency that covers registration fee, living and personal expenses during their stay in Mexico, through the following:

i. Original and photocopy Original or certified copy of investments or bank accounts with a monthly balance equivalent to one hundred and fifty days of minimum wage valid in Mexico City for the latest three months; or

ii. Original and photocopy Original or certified copy of employment verification letter, proof of pension or scholarship with monthly income free of tax equivalent to one hundred days of minimum wage in Mexico City during the latest three months; or

Economic solvency can also be proved by applicants’ parents, spouse, concubine or person who exercises parental rights or custody, or through a letter from educational institution demonstrating that applicant is sponsored by a scholarship, or through a letter from a bank institution stating that applicant has been adequately financed.

h. Participation of an event sponsored by the Federal Public Administration and autonomous constitutional institutions.

1. Original Letter from the Institution that invites applicant to participate in an event derived from international commitments made by Mexican government. Letter must contain the following information:

i. Applicant’s full name;
ii. Applicant’s nationality;
iii. Name of the Institution of the Federal Public Administration or an autonomous constitutional institution.
iv. Event’s information;
v. Dates of the event; and
vi. Signature and post of the official from the Federal Public Administration or the autonomous constitutional institution responsible of the event.

2. Original letter or note of the sending Institution.

TEMPORARY RESIDENCY

Authorizes the foreigner to appear at any place allocated to international human transit and request entry into Mexico in order to remain for a period of no more than four years.

2. Attend a consular interview in person with previous appointment.
3. Valid passport in original and one photocopy of the page containing personal information.
4. One photo passport size, in color, no glasses, frontal view, face uncovered and white background.
5. If the applicant is not native of the country where the visa is requested, original and copy of the document demonstrating migratory legal status in the United States is needed.
6. Present the documents that prove one of the following cases:

a. Economic Solvency:

1. Original or certified copy of investments or bank accounts with a monthly balance equivalent to five thousand days of minimum wage valid in Mexico City during last twelve months; or

2. Original or certified copy of employment verification letter or proof of pension with monthly income free of tax equivalent to three hundred days of minimum wage in Mexico City during last six months.

3. In the case of dependents having a joint account to qualify for economic solvency, certified copy of marriage certificate as well as an extra pack of statements for each applicant. Applicants must also present original birth certificates in the case of children applying with their parents.

NOTE: Certified copy is defined as having a stamp and signature from a financial officer. Notary public stamps and signatures do not fill this requirement.

b. Scientific Research in Mexican waters:

1.- Copy of written communication where the Diplomatic Representative in Mexico from the country of the applicants are nationals or residents, notifying foreigner that Secretariat of Foreign Affairs (SRE) received the authorization from the Mexican authorities for the applicants to be part of a scientific research, recollection of samples in Mexico, or Mexican jurisdictional waters. The written communication must contain the following information:

i. Applicant’s full name and nationality;
ii. Business name or corporate name of the organization/ public or private institution that invites the applicant;
iii. Information about the activity or project that the applicant will be part of; and
iv. Estimated duration or final date of the activity.

c. Invitation Letter from an organization/ public or private institution based in Mexico.

1. Original letter from the organization or public or private institution in letterhead, that invites foreigner to participate in an activity not remunerated in Mexican territory. The letter must contain the following information:

i. Applicant’s full name and nationality.
ii. Business name or corporate name of the organization or institution.
iii. Tax registration number of the organization or institution. Registro Federal de Contribuyentes (RFC)
iv. Corporate purpose of the organization or institution.
v. Address and contact information of the organization or institution.
vi. Activity or project that will be performed by the Foreigner. Activity must be related with organization or institution’s purpose.
vii. Estimated duration or final date of the activity.
viii. Commitment from the organization for foreigners’ living expenses during their stay in Mexico as well as their trip back to their country of origin or residency.
ix. Copy of an official identification with signature of the person who signed invitation letter.

2. In order to proof aforementioned section viii, organization or institution must present original and photocopy of investments or bank accounts with a monthly balance equivalent to ten thousand days of minimum wage valid in Mexico City during latest twelve months.

Public and private institutions which are part of the Mexican education system do not need to prove economic solvency.

3. Original and photocopy of documents that prove foreigners’ ability, skills or knowledge necessary to carry out the activity for which they are invited.

4. If the institution is not covering foreigner’s living expenses:

i. Original and photocopy of applicant’s investments or bank accounts with a monthly balance equivalent to five thousand days of minimum wage valid in Mexico City during latest twelve months; or
ii. Original and photocopy of applicant’s employment verification letter or proof of pension with monthly income free of tax equivalent to two hundred days of minimum wage in Mexico City during latest six months.

d. Religious Activities.

1. Original letter from the organization or recognized public or private institution in letterhead that invites foreigner to participate in an activity not remunerated in Mexican territory. The letter must contain the following information:

i. Applicant’s full name and nationality.
ii. Tax registration number of the organization or institution. Registro Federal de Contribuyentes (RFC)
iii. Registration number and purpose of the organization or private institution.
iv. Profile of the organization or private or public institution
v. Address and contact information of the organization or institution.
vi. Activity or project that will be performed by the Foreigner. Activity must be related with organization or institution’s purpose.
vii. Estimated duration or final date of the activity.
viii. Commitment from the organization for foreigners’ living expenses during their stay in Mexico as well as their trip back to their country of origin or residency.
ix. Copy of an official identification with signature of the person who signed invitation letter.

2. Original Letter of consent from the Secretariat of Interior (SEGOB).

e. Family Unity

1. When the applicant has a bond with a foreigner who has been granted a temporary residence or a temporary resident visa.

a. If the applicant is:

i. Spouse or concubine of a foreigner who has been granted a temporary residence or a temporary residence visa, original and copy of marriage certificate or certificate of common-law union or equivalent issued by the respective authority from the applicants’ country of origin;
ii. Daughter/son of a foreigner who has been granted temporary residence or a temporary residence visa as long as the applicant is a child or teenager and has not married, original and copy of the applicants’ birth certificate;
iii. Father/mother of a foreigner in Mexico who has been granted a temporary residence or a temporary residence visa, original and copy of the daughter/son’s birth certificate.
iv. Daughter/ son of the spouse or concubine of a foreigner who has been granted a temporary residence or a temporary residence visa, and as long as the applicant is a minor, has not married and is under legal representation. Original and copy of the applicants’ birth certificate and original and copy of marriage certificate or certificate of common-law union or equivalent issued by the respective authority.

b. Original and photocopy of foreigner’s valid Temporary Resident Visa or Student Temporary Resident Visa; and

c. Demonstrate economic solvency that supports family member during their stay in Mexico with one of the following:

i. Original and certified copy of investments or bank accounts with a monthly balance equivalent to one hundred days of minimum wage valid in Mexico City during last twelve months; or

ii. Original and certified copy of employment verification letter or proof of pension with monthly income free of tax equivalent to one hundred days of minimum wage in Mexico City during last six months.

2. Marriage or concubinage with Permanent Residency visa holder:

i. Original and photocopy of marriage or document that proves concubinage.
ii. Original and photocopy of Permanent Resident visa; and
iii. Demonstrate economic solvency for supporting spouse/concubine during stay in Mexico with the following:

- Original and certified copy of investments or bank accounts with a monthly balance equivalent to one hundred days of minimum wage valid in Mexico City during last twelve months; or
- Original and certified copy of employment verification letter or proof of pension with monthly income free of tax equivalent to one hundred days of minimum wage in Mexico City during last six months.

3. Confirm family link with Temporary Resident or Student Temporary Resident foreigner holder.

i. If applicants are spouse or concubine with Temporary Resident or Student Temporary Resident, they must present original and photocopy of marriage certificate or document that proves concubinage. Those documents should be issued by the legal authority; or
ii. If applicant has a son/daughter with Temporary Resident or Student Temporary Resident, they must present original and photocopy of his son/daughter’s birth certificate; or
iii. If applicant is son/daughter of Temporary Resident or Student Temporary Resident, they must present original and photocopy of their birth certificate; or
iv. If applicants are son/daughter of the foreigner’s spouse or concubine, they must present their birth certificate and parent’s marriage license. This applies as long as applicants are minors, not married and under legal representation.

- Original and photocopy of foreigner’s valid Temporary Resident or Student Temporary Resident cards.
- If applicant is related with a Student Temporary resident, they must present letter from the educational institution stating that student is enrolled.

- Original and photocopy of investments or bank accounts with a monthly balance equivalent to one hundred days of minimum wage valid in Mexico City during last twelve months; or
- Original and photocopy of employment verification letter or proof of pension with monthly income free of tax equivalent to one hundred days of minimum wage in Mexico City during last six months.

4. Marriage or concubinage with Permanent Resident:

i. Original and photocopy of marriage or document that proves concubinage; and
ii. Original and photocopy of valid Permanent Resident card.

5. Marriage or concubinage with Mexican national:

i. Original and photocopy of marriage or document that proves concubinage; and
ii. Original and photocopy of the documents that confirm Mexican nationality (Mexican passport, birth certificate, consular identification card –matrícula consular)

f. Property in Mexico:

Original and photocopy of real property deed under applicant’s name and certificated by a Mexican Notary Public. Property´s value should exceed forty thousand days of minimum wage valid in Mexico City.
g. Investor:

1. Original and photocopy of the Mexican company’s deed or document issued by the Notary Public in Mexico or certified document by competent administrative authority stating that foreigner participates as investor in the Mexican national company and their investment participation exceeds twenty thousand days of minimum wage valid in Mexico City; and

2. Original and photocopy of property deed under company’s name for economic and bussiness purposes that exceeds the amount of twenty thousand days of minimum wage valid in Mexico City or

3. Original and photocopy of documents that prove economic and business activities in Mexico through contracts, service orders, receipts, business plans, licenses, permits, or letter from the Mexican Institute of Social Services (IMSS) stating that foreign company provides employment to three workers at least.

PERMANENT RESIDENCY

Authorizes the foreigner to appear at any place allocated to international human transit and request entry into Mexico in order to remain for an indefinite period of time.

2. Attend a consular interview in person with previous appointment.
3. Valid passport in original and one photocopy of the page containing personal information.
4. One photo passport size, in color, no glasses, frontal view, face uncovered and white background.
5. If the applicant is not native of the country where the visa is requested, original and copy of the document that demonstrate migratory legal status in the United States is needed.
6. Present the documents that prove one of the following cases:

a. Retirees and pensioners:

a.- Retirees and pensioners: (only eligible for people for fully retired persons over the age of 60).

1.- Original or certified copy of investments or bank accounts with a monthly balance equivalent to twenty thousand days of minimum wage valid in Mexico City during last twelve months; or

2.- Original or certified copy of Social Security Statement or proof of pension proving a monthly income free of tax equivalent to five hundred days of minimum wage in Mexico City during last six months.

3.- In the case of dependents having a joint account to qualify for economic solvency, certified copy of marriage certificate as well as an extra pack of statements for each applicant. Applicants must also present original birth certificates in the case of children applying with their parents.

b. Family Unity:

1. Confirm ties with a Mexican national:

i. If applicant has a son/daughter who is Mexican, they must present original and photocopy of his son/daughter’s birth certificate; or

If one of the applicant’s parents is a Mexican national, they must present original and photocopy of their parent’s birth certificate (this disposition applies as long as applicants are minors, not married and under legal representation); or

If applicants are son/daughter of a Mexican’s spouse or concubine, they must present applicant’s birth certificate and parent’s marriage license or legal document that proves concubinage; or

If applicant has a Mexican national sibling, they must present theirs and sibling’s birth certificate; and

ii. Original and photocopy of the documents that confirm Mexican nationality (Mexican passport, birth certificate, consular identification card –matrícula consular)

2. Confirm ties with a Permanent residency visa holder:

i. If applicant has a son/daughter with a Permanent residency visa holder, they must present original and photocopy of his son/daughter’s birth certificate; or

If one of the applicant’s parents is a Permanent residency visa holder, they must present original and photocopy of their parent’s birth certificate (this disposition applies as long as applicants are minors, not married and under legal representation); or

If applicants are son/daughter of a Permanent residency visa holder’s spouse or concubine, they must present applicant’s birth certificate and parent’s marriage license or legal document that proves concubinage; or

If applicant is brother or sister of a Permanent residency visa holder, they must present theirs and sibling’s birth certificate.

ii. Original and photocopy of Permanent Residency visa; and
iii. Demonstrate economic solvency for supporting spouse/concubine during stay in Mexico with the following:

- Original and photocopy of investments or bank accounts with a monthly balance equivalent to one hundred days of minimum wage valid in Mexico City during last twelve months; or
- Original and photocopy of employment verification letter or proof of pension with monthly income free of tax equivalent to one hundred days of minimum wage in Mexico City during last six months.

3. Confirm ties with a Permanent resident:

i. If applicant has a son/daughter with a Permanent resident, they must present original and photocopy of his son/daughter’s birth certificate; or

If one of the applicant’s parents is Permanent resident, they must present original and photocopy of applicant’s and parent’s birth certificates (this disposition applies as long as applicants are minors, not married and under legal representation); or

If applicants are son/daughter of a Permanent resident, they must present applicant’s birth certificate and parent’s marriage license or legal document that proves concubinage; or

If applicant is brother or sister of a Permanent resident, they must present theirs and sibling’s birth certificate.

ii. Original and photocopy of valid Permanent Resident card.

VISA FOR ADOPTION PROCESS IN MEXICO

Authorizes the foreigner linked to an adoption procedure in Mexico to appear at any place allocated to international human transit and request entry into Mexico for the purpose of remaining in the country until the final ruling is pronounced and, if applicable, the new certificate for the adopted child or adolescent is registered with the Bureau of Vital Statistics, the corresponding passport is issued, and all procedures necessary for guaranteeing the child or adolescent's departure from Mexico have been carried out. This authorization will only be issued to the citizens of countries with which Mexico has executed an agreement in matters of adoption.

4. One photo passport size, in color, no glasses, frontal view, face uncovered and white background.
5. If the applicant is not native of the country where the visa is requested, original and copy of the document that demonstrate migratory legal status in the United States is needed.
6. Original and photocopy of the Adoption report or letter of Resignation, issued by the National System of the Integral Family Development (DIF), stating child’s information.
7. Original and photocopy of the assignment’s acceptance of the minor, and continue with the adoption process issued by the Central Authority of the host country where it is required to state of their and the applicant’s will to continue the adoption process.
