THE CONSULATE GENERAL OF MEXICO IN SAN DIEGO PORTRAYS MEXICAN ARTISTS
LOS COLORES DE LA MUERTE, A DAY OF THE DEAD FESTIVAL
NOVEMBER 1 – DECEMBER 1, 2013
With a Spanish title that means "The Colors of Death," the new exhibition will, in fact, be very colorful and a true feast for the eyes. Vibrant paintings and photographs as well as ornate, white clay sculptures of Catrinas-- costumed skeleton figures that have become a prominent part of modern Day of the Dead observances-- will pop against the dark purple and burnt-orange walls of the galleries.
LAS CATRINAS DE CRISTINA RUBALCAVA
Gallery 2, the largest of the museum's spaces at 3,600 square feet, will feature 15 paintings on canvas of Catrinas, all created by Paris-based artist Cristina Rubalcava, who was introduced to the Center by the Mexican Consulate in San Diego. The consulate is helping the Center bring Rubalcava's works from the Mexican Embassy in Paris to Escondido. California Center for the Arts in Escondido. www.artcenter.org/
Born in Mexico City in December 1943, Rubalcava showed a great interest for drawing and painting from an early age. In 1970, the San Ángel native moved to Paris where she set up her studio. Her work has been exhibited numerous times in Europe, Asia, Latin America and the U.S. and is part of important permanent collections in institutions such as the Paris Modern Art Museum, Tamayo Museum (Mexico City), MARCO (Monterrey Mexico), the Basilica de Guadalupe Art Collection (Mexico City) and Fundacion Ralli (Punta del Este). In 2005, Rubalcava finished an important mural, "Virgen de Guadalupe," at the Museo de la Basilica de Guadalupe to add to the series of public works she has made throughout Mexico City and Paris.
CATRINAS DEL SIGLO XXI
To complement Rubalcava's paintings, the Center is partnering with Instituto Municipal de Arte y Cultura (IMAC), the City of Tijuana's arts and culture department, to display 10 white clay sculptures of Catrinas.
ALTAR A JOSÉ GUADALUPE POSADA
In addition, the Center is partnering with Universidad de Tijuana CUT to display an altar in Gallery 2. Two architects, Rodolfo Ortiz Guerrero and Gloria A. Morales Mendívil, from the university's Department of Architecture agreed to install an altar that will have as its main theme the anniversary of the artist José Guadalupe Posada, the Mexican printmaker, cartoon illustrator and political satirist whose work left an indelible mark on Mexican pop culture and folk art. His prints of skulls and skeletons have strongly influenced Day of the Dead imagery, even inspiring the Catrinas that are now icons of the holiday.
MARIO CASTILLO - POLVO ERES
Gallery 1 will feature the work of Mario Castillo, whose photographs were previously on display at the Center Museum last fall in the show "Heart & Soul of Mexico." Castillo's Day of the Dead exhibit, titled "Polvo Eres," will include 35 of his photographs, depicting different tombs from cemeteries in Mexico.
Castillo was born in Ocotlán, Jalisco, Mexico in 1953. A self-taught photographer, his work has focused on the ethnic groups of Mexico. Castillo was awarded a scholarship from the State Fund for Arts and Culture in 2000 and is a recipient of multiple prizes and acknowledgements across Mexico and the United States. He has exhibited in the Italo-Latinamerican Institute in Rome, Italy; in Beijing, China; at the Centro Cultural de la Raza in San Diego; at the Cultural Center El Agora in Mexico City; and at the Tijuana Cultural Center.
CURATOR
"Los Colores de la Muerte: Day of the Dead Festival" is curated by Lisette Atala-Doocy, whose passion for the arts goes back to her childhood and adolescence in Mexico and Europe. A Mexico City native, Atala-Doocy has a Bachelor of Arts degree from the Mexico City Conservatory of Music and studied music theory at the London Academy of Music.

IME-SCHOLARSHIP PROGRAM RESOURCES CEREMONY
SCHOOL YEAR 2013-2014
San Diego, CA.- On Tuesday October 22nd, in the facilities of the Consulate-General of Mexico in San Diego, took place the ceremony of delivery of resources of the IME Becas for the cycle school program 2013-2014.
The IME-grants program is an initiative that provides support for educational programs for adults and for students of Mexican origin. The ceremony was headed by the Consul General of Mexico in San Diego, Remedios Gómez Arnau.
The IME-scholarship program offers support to the community and provides literacy; primary and secondary courses; GED (general education development); training in computing and teaching English as a second language ESL (English as a second language) for adults (over 15 years). This program offers scholarships for Mexican students, as well as, training courses for work.
The ¨IME Becas¨ grants program, was created in 2005 in order to contribute to raise educational levels of Mexican students and people of Mexican origin, living in the United States.
Since then, the Government of Mexico grants annually 10 million pesos to non-profit organizations or Institutions that provide educational programs and training in higher education to Mexican immigrants interested in start, or continue or finish their studies.
For this school cycle 2013-2014, four educational Institutions will benefit: San Diego County Library, Community ACCESS Centre, Southwestern Community College and Grossmont-Cuyamaca Community College District.
From its creation until the 2012-2013 academic year, the grants given in the United States have been of approximately $5,200,000.00
US dollars, benefiting around 34,000 students.

STATEMENT OF THE MEXICAN GOVERMENT REGARDING THE BILL SIGNING OF AB60
Regarding the bill signing ceremony of Assembly Bill 60 (AB60), "Immigrant Driver’s Licenses" held today at City Hall in Los Angeles, California, the Ambassador of Mexico in the United States, Eduardo Medina Mora, issues the following statement:
The Government of Mexico recognizes the landmark signing of California’s Assembly Bill 60 (AB 60), Immigrant Driver’s Licenses, by Governor Edmund G. Brown. This bill will allow for the issuance of driver’s licenses to all immigrants living in that state. It will also improve safety in California’s roads and increase security by having a larger number of people properly identified. AB 60 has strong support throughout California and it creates conditions for immigrants to further contribute to the social and economic development of the state, as well as enhancing their integration to the communities where they live. The Mexican consular network in California will provide assistance and information about AB60 to Mexican nationals as it is implemented.

CEREMONIA DE ENTREGA DE RECURSOS DEL PROGRAMA IME-BECAS CICLO ESCOLAR 2013-2014
San Diego.- El martes 22 de octubre se llevó a cabo la ceremonia de entrega de recursos del Programa IME-BECAS Ciclo Escolar 2013-2014, en las instalaciones del:

El Programa IME-BECAS es una iniciativa que ofrece apoyo a programas educativos para adultos y para jóvenes universitarios de origen mexicano. La ceremonia fue encabezada por la Cónsul General de México en San Diego, Remedios Gómez Arnau.
A través del programa IME-BECAS se ofrecen apoyos a las Plazas Comunitarias que brindan cursos de alfabetización, primaria, secundaria, GED (general education development); capacitación en computación y clases de inglés como segunda lengua ESL (english as a second language) para adultos (mayores de 15 años). Asimismo, el programa ofrece becas para jóvenes universitarios mexicanos y de origen mexicano así como, cursos de capacitación para el trabajo.
Para el Ciclo Escolar 2013-2014, por parte de esta circunscripción consular, se beneficiarán 4 Instituciones Educativas (San Diego County Library, Centro Comunitario ACCESS, Southwestern Community College y Grossmont-Cuyamaca Community College District).
El Programa IME Becas se creó en el 2005 con el fin de contribuir a elevar los niveles educativos de la población mexicana y de origen mexicano, radicada en Estados Unidos. Desde ese año, el Gobierno de México otorga anualmente 10 millones de pesos a organizaciones sociales no lucrativas o instituciones educativas que cuenten con programas de educación y capacitación o de apoyo a la educación superior, para inmigrantes mexicanos interesados en iniciar, continuar o terminar sus estudios.
Desde su creación hasta el ciclo escolar 2012-2013, se han otorgado en Estados Unidos aproximadamente $5,200,000 dlls., beneficiando alrededor de 34,000 estudiantes.

CELEBRAN LA SECRETARIA DE RELACIONES EXTERIORES Y EL DEPARTAMENTO DE ESTADO TALLER BINACIONAL SOBRE INFRAESTRUCTURA EN LA FRONTERA MEXICO – EUA
En el marco de la visita de trabajo a la zona fronteriza de Tijuana-San Diego, el Subsecretario para América del Norte, Dr. Sergio M. Alcocer, encabezó en el Taller Binacional sobre Infraestructura en la Frontera México-Estados Unidos, conjuntamente con Kevin O’Reilly, Encargado de la Dirección General del Hemisferio Occidental del Departamento de Estado de Estados Unidos.
El taller se llevó a cabo en el Centro Cultural Tijuana en esa ciudad, y contó con la participación de especialistas en los temas estratégicos relacionados con la infraestructura fronteriza y actores relevantes -sociedad civil, académicos, empresarios y organizaciones no gubernamentales. Se compartieron sus puntos de vista sobre las diferentes perspectivas de desarrollo y necesidades de las comunidades en la franja fronteriza en mesas de trabajo que abordaron diversos temas, tales como impactos socio-económicos de los tiempos de espera, demanda, planeación y fuentes de financiamiento de infraestructura.
Las recomendaciones emanadas de cada una de estas mesas de discusión, serán compartidas con las dependencias federales competentes para su consideración y eventual instrumentación. De igual forma, serán incorporados como temas centrales en los diferentes mecanismos de diálogo entre México y Estados Unidos.
Este ejercicio es el primero de una serie de talleres binacionales que se llevarán a cabo, de manera alternada, en ciudades clave de la frontera entre México y Estados Unidos para discutir temas fundamentales para la región tales como competitividad, desarrollo sustentable y calidad de vida, respectivamente. Ello con el objetivo de dar visibilidad a la frontera como catalizador del desarrollo de México y Estados Unidos, en beneficio de sus sociedades.
La frontera tiene un papel clave en el desarrollo comercial, económico y social de nuestros países: más del 70% del comercio bilateral fluye a través de nuestros puertos de entrada terrestres. Más de mil millones de dólares cruza la frontera todos los días, debido al comercio bilateral. Los 10 estados fronterizos en conjunto, representan la 4° economía mundial. Un millón de personas y 300,000 vehículos cruzan diario la frontera de manera legal, en ambas direcciones. La región fronteriza es hogar para más de 14 millones de habitantes.
