Ambassador Claudia Franco Hijuelos

Head Consul of Mexico in Milwaukee 

Amb. Claudia Franco Hijuelos is Head Consul of Mexico in Milwaukee, Wisconsin, since April 2022.

Her career as a Mexican diplomat spans over three decades.  She was promoted to the rank of Ambassador in 2017.

Previously, she served as Director General for Asia-Pacific Affairs, which coordinates 12 embassies, 3 consulates, and 1 liaison office in the region (2019-2022).

Ambassador Franco headed the Consulate General of Mexico in Phoenix (2016-2019). At the end of her term, the LIV Arizona Legislature issued a Proclamation in recognition of her successful efforts to strengthen ties between Arizona and Mexico.

She also served as Consul General of Mexico in Vancouver, British Columbia, Canada (2013-2016), where she contributed to the successful operation of the Mexico-Canada Seasonal Agricultural Workers Program.

She was Deputy Representative of Mexico to the Organization for Economic Cooperation and Development (OECD) in Paris, France (2010-2013), and Head of the Political Affairs section of the Mexican Mission to the European Union in Brussels, Belgium (2007-2010).

She also served as Head of the International Affairs Department of the Ministry of Labor and Social Welfare of Mexico, Director of Political Affairs for North America of the Ministry of Foreign Affairs, and Technical Secretary to the Secretary of Foreign Affairs.

She has taught at Mexican universities (ITAM, UIA, and UDLA) and has published articles in foreign policy magazines about energy, lobbying, civil society, NAFTA’s Labor Cooperation Agreement, the Strategic Association between Mexico and the European Union, and India-Mexico Relations. 

She was also partner-consultant at GEA, Grupo de Economistas y Asociados in Mexico City.

Ambassador Franco obtained a Master's degree in United States Foreign Policy from the School of Advanced International Studies (SAIS), Johns Hopkins University, Washington D.C., and a Bachelor's degree in International Relations from El Colegio de México.
