Applicable to foreigners who intend to enter Mexico as Visitors for adoption purposes and who are nationals or habitual residents of a member country of the Hague Convention on the Protection of Minors and Cooperation in Respect of Intercountry Adoption or of a country with which Mexico has signed an agreement on the matter.

Requirements:

  1. Passport or identity and travel document that is valid under international law and in force, in original;
  2. Original of the Adoptability or Pre-assignment Report issued by the National System for the Comprehensive Development of the Family, which indicates information about the identity of the child or adolescent;
  3. Original acceptance of the assignment of the minor and continuation of the adoption procedure issued by the Central Authority of the Receiving State in which its will and that of the applicants to continue with the adoption procedure are expressed, and
  4. Pago de derechos por la recepción, estudio de la solicitud y, en su caso, la autorización de la visa de conformidad con lo establecido en la Ley Federal de Derechos.

NOTE: Within the next 30 calendar days after entering the country, the foreigner must obtain a visitor card for adoption purposes from the National Migration Institute.

Appointment Request:

Once you meet the requirements to apply for your visa, you must schedule an appointment through the "MiConsulado" portal https://www.miconsulado.sre.gob.mx/ or https://www.miconsulado.sre.gob.mx/citas-consulares.

Applicants must select the required procedure and request an appointment at the Mexican Embassy or Consulate where they will be present.

Important information:

Having a visa does not guarantee entry into the country. It only allows the foreigner to present themselves at the port of entry to request entry into the country.

Entry into Mexico is subject to approval by health and immigration authorities at the country's entry points, known as immigration checkpoints. These authorities may conduct an interview at any time regarding the purpose of the trip and verify the requirements established in the applicable legal provisions (Article 37 of the Immigration Law and Article 60 of its Regulations).
